During the 1990s WWB’s network members and global team engaged with network leaders, country-level microfinance networks, top policymakers and leaders of financial institutions to achieve concrete changes in policies, regulations and legal structure of countries.

This note provides a set of features which emerged as important in building financial systems that work across countries. It outlines WWB’s experience with consensus-building and work with local networks to create country-level policy change, using examples from seven countries.
